I'm likely getting a 2003 Concorde this summer and I'm wondering if I can get an exhaust turbo somewhere and slap it on for a little boost. I'm a novice when it comes to physical projects and mods but I feel like it's a good place to get started. Does anyone know where i can get one or any advice for someone like me?

(I might get a 2003 300m instead, which I'd prefer, but it's double the price and they're essentially the same car so it doesn't really matter)

There have been a couple of turbo mods over the years. Rather intense and expensive as you need to fabricate everything on your own.
Good read here : viewtopic.php?f=18&t=34470

There are no kits that fit these cars. You will have to pull together a bunch of parts and build something custom if you want it.
